ci: add twice weekly gce integration test workflows - #7174

Add scheduled GCE integration test workflows for jammy, noble, resolute and stonking (160/161/163/164, mirroring the EC2 130-series), running Mon & Thu via cron '2 22 * * 1,4' - GCE auth via new GCE_CREDENTIALS_B64 repo secret base64-decoded to a 0600 service-account JSON under runner temp and exposed through GOOGLE_APPLICATION_CREDENTIALS - generic image_type only - add GOOGLE_* to passenv in [testenv:integration-tests] so tox passes GCE credentials through to pytest/pycloudlib Requires repo secret GCE_CREDENTIALS_B64 and a [gce] project entry in the PYCLOUDLIB_TOML_B64 config.

Does pycloudlib support stonking? Has this been tested?

@holmanb again you are right, stonking support isn't plumbed yet in pycloudlib.
This only requires this changeset in pycloudlib
