Belle2 decay table for EvtGen v3

Adding the decay table created by Belle2 cloned from the EvtGen v03.00.00 repo. The decay table includes specialized models implemented by Belle2 and added in the official EvtGen v03.00.00. This is the same table that EvtGen authors recommend and that ATLAS uses by default 1.

Notice this decay table ONLY works with >= EvtGen v03.00.00

@kawaho , Is this PR to go with cms-sw/cmssw#51029 and cms-sw/cmsdist#10580 ? I do not see any ref to tis new data file in cms-sw/cmssw#51029 though

Hi @smuzaffar , this table can only be used in EvtGenv3 so it should go togther with the two PRs you linked. But the table is not part of the PRs linked.
