CI is the merge bottleneck: about 22 GitHub-hosted runs were queued, and a PR's Fast checks waited up to 10 minutes for a runner.

What changes

  • scripts/ci-runner-route.sh: when CI_SELF_HOSTED_LABELS is unset, the Linux jobs of ci.yml (Fast checks, Integration tests, both Browser regression jobs) run on ["self-hosted","self-hosted-ovis"] for a push or a same-repository pull request. Every other event (workflow_dispatch, workflow_call from release/pages, ...) stays on ubuntu-24.04, and fork PRs keep getting ubuntu-24.04 as before. Setting the variable to the JSON string "ubuntu-24.04" keeps every job hosted while the PC is offline (also valid JSON for the fromJSON in pages.yml/release.yml).
  • scripts/self-hosted-runner/job-started.sh (new, wired into the image through ACTIONS_RUNNER_HOOK_JOB_STARTED): a runner-side guard that fails any job whose event names another head repository (fork PR, deleted head repo, a fork's workflow_run) before a step runs. A pull request's run executes the PR's own workflow files and route script, so the route alone cannot keep fork code off the runner; the hook lives in the image, outside anything a workflow controls.
  • The launcher's default label is now self-hosted-ovis; README and docs/development.md were updated to match.
  • No workflow file changes. Detect changes, the Integration and browser summary, and the macOS and Windows jobs stay GitHub-hosted, and the required check names are unchanged.

Host setup (already live, not part of the diff)

  • The systemd user unit ovis-ci-runner.service runs run.sh --repo devswha/ovis --count 4 --labels self-hosted-ovis from a copy at ~/.local/share/ovis-ci-runner. Each job gets a fresh ephemeral container as uid 1001 with no sudo, --cap-drop ALL, no-new-privileges, no host mounts and no Docker socket, in a private shared network namespace, so it has no access to ~devswha, the herdr socket or host loopback services. Four slots let one run's four Linux jobs start together; check.ts slots still cap herdr lanes at 3.
  • The repository's fork-PR approval policy was raised from first_time_contributors_new_to_github to all_external_contributors.

Review

A gate-review agent first rejected this change (as a default-on route without the hook) for two reasons:

  1. A fork PR controls the route script. Resolved by the runner-side job-started.sh hook, verified inside the built image: a fork event exits 1 with ::error:: and a push exits 0.
  2. The default applied to every event. Resolved: the default now applies only to push and pull_request, with tests for workflow_dispatch, workflow_run, merge_group, schedule and an empty event.

Verification

  • bun test scripts/ci-runner-route.test.ts scripts/self-hosted-runner.test.ts: 18 pass.
  • bun run check fast: exit 0.
  • gh api repos/devswha/ovis/actions/runners: 4 runners online, labels self-hosted,Linux,X64,self-hosted-ovis.

📝 Summary

Summary by CodeRabbit

  • CI
    • Pushes and pull requests from the same repository now use the configured self-hosted Linux runners by default. Set CI_SELF_HOSTED_LABELS to select different runners or ubuntu-24.04 to use GitHub-hosted runners.
    • Fork pull requests and other events without configured runner labels continue to use GitHub-hosted runners. Fork code is stopped before job steps run on self-hosted runners.
  • Documentation
    • Updated runner setup and routing guidance, including the default runner labels and the behavior for fork pull requests.

The changes update self-hosted runner defaults and CI event routing. They add a job-start hook that checks event repository data before a job runs. The shell-agent test now checks process cleanup after aborting a hung login probe.

Changes: Runner Routing and Guard

Layer / File(s) Summary
Runner defaults and event routing

The default runner label changes to self-hosted-ovis. Unconfigured push and same-repository pull-request jobs use the self-hosted labels; other events use ubuntu-24.04. An explicit ubuntu-24.04 value keeps jobs hosted. Tests and documentation describe the routing and runner setup.
Job-start repository guard
scripts/self-hosted-runner/job-started.sh, scripts/self-hosted-runner/Dockerfile, scripts/self-hosted-runner.test.ts, docs/development.md, scripts/self-hosted-runner/README.md
The runner image installs the job-start hook. The hook checks repository data from pull-request and workflow-run events, and refuses the job if the repository differs or the check fails. Tests cover allowed jobs, mismatches, and unreadable or malformed event data.

Merge-pass review of head d738bb3, done by a gate reviewer on a different model than the author's. Not merging: the fork guard does not actually stop a fork's steps.

Fine:

  • Default routing works: a push or a same-repo PR goes to the self-hosted runner, and every other event stays on hosted runners.
  • The launcher label is right, and the required check names are unchanged.
  • bun test scripts/ci-runner-route.test.ts scripts/self-hosted-runner.test.ts: 18 pass.
  • The hook script exits non-zero for a fork, a missing event file, and malformed event JSON.

Blocking:

  1. A failing job-started hook does not stop the job (scripts/self-hosted-runner/job-started.sh ~16-18). In runner v2.338.0, ACTIONS_RUNNER_HOOK_JOB_STARTED runs as a pre-job step. A non-zero exit marks that step failed, and the runner then keeps evaluating the workflow's steps (ScriptHandler.cs:338-355, StepsRunner.cs:200-286). A fork PR whose ci.yml targets [self-hosted, self-hosted-ovis] can run a step with if: always() (or if: failure()) on the maintainer's PC after the hook rejects it. Rejection has to end the job before any workflow-controlled step can run. Options:

    • kill the runner/worker process from the hook, for example kill the Runner.Worker parent;
    • run the runner ephemeral and tear down its container on rejection;
    • most robust: rely on GitHub's own controls, so fork workflows never get this runner. Use a runner group restricted to the repository's non-fork workflows, plus "Require approval for all outside collaborators" or disallowing fork PR workflows from running on self-hosted runners.

Add a test or a documented manual check that shows an if: always() step does not run after a fork rejection.

Also: #1720 has merged and changed docs/development.md, so this PR needs a rebase.

Since this runs untrusted code paths on the maintainer's PC, it also needs the maintainer's own sign-off once the fix is in.

Fast checks failed in run 39921187668 (job 120307706349, runner herdr-ci-...-4) on one test: server/shell-agent.test.ts › "hung or oversized login probe is killed and reaped, and each miss says why" (.../home/shell.pid was not written).

Cause: a timing race in the test, not the runner environment. The test started the hanging fixture shell with timeoutMs: 300, then expected the profile to have already written shell.pid/child.pid by then. On a busy machine the probe can kill the shell before it reaches that line. In this run all four Linux jobs started on the PC in the same second (6 Chromium workers, 4 herdr shards and 4 unit workers). The image itself is fine: bun 1.4.2, node 22, herdr 0.9.3, Chromium and /bin/sh were all present, the other 17 tests in the file passed, and the three browser and integration jobs succeeded on the self-hosted runners.

Fix (5a02c73, test only): the kill-and-reap check now starts the hung profile with no effective timeout, waits until both pids are written, then stops the probe through its AbortSignal and asserts that the shell and its child are gone. The timeout miss is still checked separately (timeoutMs: 300, reason only), so the four-distinct-reasons assertion is unchanged.

Verified: bun test server/shell-agent.test.ts 18/18 locally; 16 concurrent runs inside the runner image all 18/18; bun run check fast exit 0. A test-only commit, so no new CodeRabbit review is requested.

Merge pass on 5a02c73: this commit fixes a flaky server/shell-agent.test.ts case. It does not touch the blocking finding, so the PR stays held.

A rejected fork job can still run workflow steps. When job-started.sh exits non-zero, runner v2.338.0 only marks the pre-job step as failed, and steps guarded by if: always()/failure() still run on the maintainer's PC.

Re the merge-pass blocker (a refused fork job still ran if: always() steps): reproduced on a live runner, fixed, and re-verified. The branch is also rebased on main (#1720's docs/development.md change).

Source (actions/runner v2.338.0). JobExtension.InitializeJob adds the job-started hook as an always() pre-job step ("Set up runner") after PrepareActionsAsync, which only downloads actions, and before container init, action pre: steps and every workflow step. A non-zero exit fails only that step, and StepsRunner still runs later always()/failure() steps and registered post steps. The hook path is read from the Worker process environment, so a workflow's env: or GITHUB_ENV cannot change or unset it.

Fix (scripts/self-hosted-runner/job-started.sh). On refusal the hook walks its own ancestors through /proc/<pid>/status (PPid) and SIGKILLs the Runner.Worker running the job, then exits 1, so no step is left to run. It does not use a broad kill -1: run on a host by mistake, the hook touches only a Runner.Worker above itself. Once the worker is dead the job log never reaches GitHub, so the refusal is also written to the container's output, which the launcher's journal keeps (journalctl --user -u ovis-ci-runner).

Live check. I ran two disposable probe runners from the real image, each with a wrapper that hands the real hook a fork pull_request event. The probe workflow lived on a temporary branch with actions/checkout (which has a post step), a plain step, an if: always() step and an if: failure() step. The branch, the run and the probe runners have all been deleted.

hook steps on the runner job
old (exit 1 only) Set up runner: failure, then PROBE_ALWAYS_STEP_RAN and PROBE_FAILURE_STEP_RAN ran failure after 10 s
new (kills the worker) only "Set up job" listed, no step ran; the container output shows [job-started] ... refusing push job 39928955939 from someone/ovis. Listener: Job new-hook completed with result: Failed after 3 s; the ephemeral runner removed itself

Tests. The hook now runs under a process named Runner.Worker (a copy of bash) that goes on after it. Allowed events leave it running, and a refused event must end it with SIGKILL, with no "next step ran" output; this test fails against the old hook. The hook tests are Linux-only (they need /proc), and the launcher tests keep their old platforms. bun test scripts/self-hosted-runner.test.ts scripts/ci-runner-route.test.ts: 18 pass; bun run typecheck and bun run check fast: pass.

Deployed. The 4 live runners were idle, so all of them were swapped to the rebuilt image (herdr-ci-runner:local, verified to contain the new hook). No workflow file changed, so the required check names are unchanged. Fork PRs still route to ubuntu-24.04, and fork-PR runs need approval for all external contributors.

A gate reviewer flagged that the hook test would fail on macOS (no /proc); fixed by the Linux-only describe. It found no other blocker.

On splitting the server/shell-agent.test.ts fix into its own PR: I kept it here, because this PR's self-hosted Fast checks fail without it under concurrent load. The merge pass can still split it out if preferred.

This PR touches the trust boundary for code on the maintainer's PC, so it still needs the maintainer's own sign-off before it merges.

Merge-pass re-review of aa773b8 (a new gate reviewer on a different model than the author's). Fixed: killing the Runner.Worker on refusal closes the always()/failure() gap for a readable fork event.

  • In the runner v2.338.0 source, the hook runs before container startup, Docker actions and action pre: steps.
  • Once the Worker is dead, no post step runs.
  • Routing and labels are right.
  • bun test scripts/ci-runner-route.test.ts scripts/self-hosted-runner.test.ts: 18 pass.

Still blocking: refusing has to fail closed too. (scripts/self-hosted-runner/job-started.sh ~11-14 vs ~25-34)

  • With set -e, a jq failure on an unreadable or malformed event file exits the hook (exit 2 or 5) before it reaches the kill. The Worker survives and the later always()/failure() steps run.
  • The reviewer reproduced both cases, using a disposable process named Runner.Worker.
  • Nobody has shown that a fork can make its event file unreadable. Still, a guard whose own error path lets the job continue isn't fail-closed.
  • Fix: treat any error before a confirmed "allow" as a refusal. For example, use a trap on ERR/EXIT that runs the kill unless the script reached its explicit allow. Add tests for an unreadable event and a malformed event that assert the worker is killed and nothing continues.

Notes, not blocking:

  • The deleted probe run returns 404, so its raw log can't be checked. A short transcript of the new tests is enough.
  • The shell-agent test commit is still in this PR.

Re the 09:20Z merge-pass blocker on aa773b8 (the hook failed open when jq could not read the event): fixed in 534553e. A gate reviewer (omo-native-gate-reviewer) approved it after one round.

Fail closed. job-started.sh now installs trap refuse EXIT before it reads anything, and sets allowed=1 only after the head repository matches. Every other exit refuses the job: a jq error under set -e, ${GITHUB_EVENT_PATH:?}/${GITHUB_REPOSITORY:?}, or an explicit refusal.

Nothing can stop the kill. The gate review found one more fail-open path. When the hook's stdout reader is closed, the first refusal echo raised SIGPIPE inside the EXIT trap, so the shell died before killing the worker. That reproduced deterministically: hook -13, worker exit 0, and the next step ran. refuse now runs trap '' PIPE HUP INT TERM first, SIGKILLs the Runner.Worker ancestor next, and only then writes the ::error:: line and the container-output copy. With the reviewer's reproduction, the fixed hook gives worker -9 and no continuation.

Tests (scripts/self-hosted-runner.test.ts, Linux-only describe; the hook runs under a copy of bash named Runner.Worker that goes on after it). The new case "fails closed on an unreadable or broken event" covers:

  • a missing event file
  • a directory given as the event file
  • GITHUB_EVENT_PATH unset
  • truncated JSON
  • non-JSON
  • pull_request as a string
  • a missing event file with stdout on a FIFO whose only reader was closed before the hook starts (a deterministic SIGPIPE, no race)

Each case asserts that the worker ends by SIGKILL and that "next step ran" never prints. This test fails against aa773b8's hook and against the pre-SIGPIPE-fix version. Results: bun test scripts/self-hosted-runner.test.ts 8 pass; bun run check fast exit 0. Inside the rebuilt runner image, /opt/runner-hooks/job-started.sh matches the source and the hook tests pass 3/3.

Deployed. The 4 live runners were idle and are now on the rebuilt image. No workflow file changed, so the required check names are unchanged, and fork PRs still route to ubuntu-24.04.

This still needs the maintainer's own sign-off before it merges.

Merge-pass re-review of 534553e, by a new gate reviewer on a different model than the author's.

Fail-closed now works for every case the earlier review raised. Each of these SIGKILLs the disposable Runner.Worker without continuing:

  • a valid fork event;
  • an unreadable event file;
  • malformed JSON;
  • a missing GITHUB_REPOSITORY, with normal output.

An allowed same-repository event leaves the worker running. In the pinned runner's ordering, no workflow-controlled code runs before the hook. bun test scripts/ci-runner-route.test.ts scripts/self-hosted-runner.test.ts passes: 19 tests, 201 assertions.

One edge left, and the fix is one line. If GITHUB_REPOSITORY or GITHUB_EVENT_PATH is unset while stderr is a pipe with no reader, Bash's ${VAR:?…} message raises SIGPIPE before the refuse trap ignores it. The hook then dies with -13 and the worker survives (job-started.sh ~19, ~40-43). A fork can't set this up, because the runner sets both variables and owns stderr. Still, fail-closed should not depend on that. Move trap '' PIPE (or the whole trap '' PIPE HUP INT TERM) to the top of the script, before the first expansion, and add the closed-stderr case to the tests.

Not blocking: when the hook has no Runner.Worker ancestor, it logs the refusal but can't stop its parent. That only happens if it runs outside the runner.

As noted earlier, this PR runs CI on the maintainer's own PC, so it waits for the maintainer's sign-off as well as the fix above.

Re the 09:44Z finding (an unset GITHUB_REPOSITORY/GITHUB_EVENT_PATH with a closed stderr made the hook fail open): fixed in 6af8871.

Fix. trap '' PIPE is now the first command in job-started.sh, before set -euo pipefail, the refuse EXIT trap and any expansion. Bash's own ${VAR:?} message on a stderr nobody reads can no longer end the shell with SIGPIPE, so the EXIT trap runs and SIGKILLs the Runner.Worker as before.

Regression tests (scripts/self-hosted-runner.test.ts, test "fails closed on an unreadable or broken event"):

  • The closed-output helper now puts both stdout and stderr on a FIFO whose only reader is closed before the hook starts (>&5 2>&5), so any write raises SIGPIPE deterministically.
  • A new repository: "unset" option leaves GITHUB_REPOSITORY unset.
  • New cases: GITHUB_REPOSITORY unset; GITHUB_EVENT_PATH unset with stdout and stderr closed; GITHUB_REPOSITORY unset with stdout and stderr closed. Each requires the fake worker to end by SIGKILL with no "next step ran".

Results.

  • Against the 534553e hook this test fails (Expected: "SIGKILL", Received: null). With the fix, bun test scripts/self-hosted-runner.test.ts scripts/ci-runner-route.test.ts gives 19 pass.
  • bun run check fast: exit 0.
  • In the rebuilt runner image, /opt/runner-hooks/job-started.sh matches the source and the hook tests pass 3/3.

Gate review (omo-native-gate-reviewer): APPROVE. Its independent probes reproduced the old fail-open behaviour and confirmed the worker is SIGKILLed with the fix, including when SIGPIPE is inherited as ignored or blocked.

One non-blocking note: a SHELLOPTS=xtrace/verbose inherited from outside could still write before the first command runs. The image, the launcher and the runner's hook invocation never set it, and a workflow has no way to supply it. Two cases fail safe rather than open:

  • An allowed job whose hook output is closed: the hook exits non-zero, so the step fails, and the worker is not killed.
  • A hook run outside a runner (no Runner.Worker ancestor): it logs the refusal but kills nothing. This was also noted as non-blocking at 09:44Z.

Deployed. The 4 live runners were idle. They were swapped to the rebuilt image and all 4 were back online, listening for jobs, before this push. No workflow file changed, so the required check names are unchanged and fork PRs still route to ubuntu-24.04.

This still waits for the maintainer's own sign-off.

Merge pass: merged on 형's explicit approval, given at 21:14 KST.

The approved rules were:

  • only Linux jobs move;
  • the label is self-hosted-ovis;
  • the runner uses a separate unprivileged user;
  • fork PRs stay on GitHub-hosted runners;
  • required check names don't change.

#1743 meets all of them.

This changes a workflow route and runs CI on the maintainer's PC, so these reviews stand in for a full CodeRabbit review: five gate reviews, all on a different model than the author's. Findings and how each was resolved:

  1. A failing job-started hook only failed its own step, so a fork's if: always() steps still ran. Fixed in aa773b8: the hook SIGKILLs its Runner.Worker.
  2. An unreadable or malformed event exited before the kill. Fixed in 534553e: the hook fails closed through an EXIT trap.
  3. A missing variable plus a closed stderr raised SIGPIPE before the trap ran. Fixed in 6af8871: trap '' PIPE comes first.

Each case was reproduced with a disposable Runner.Worker. Fork, unreadable, malformed and closed-stderr events are all killed, and a same-repo job continues. In the pinned runner's ordering (v2.338.0), no workflow code runs before the hook. Route and runner tests: 19 pass. Required check names are unchanged.

CodeRabbit's remaining thread, about failure-path cleanup in server/shell-agent.test.ts, is answered and resolved. It only applies when the test is already failing, and that run takes at most 60 s longer; the fix is left for a follow-up.

All required checks are green and no review thread is open.

… action updates (#1847)

## What this does
Hardens the supply chain of every workflow without changing what any job
does.

- **Pins every external action to a commit SHA.** All 9 external actions
used in `.github/workflows/*.yml` and
`.github/actions/setup-ci/action.yml` now use the full commit SHA their
current tag points to, with the exact release in a `# vX.Y.Z` comment.
No major version changes. A moved or compromised tag can no longer
change what CI runs. Each pin was checked against `gh api
repos/<action>/commits/<tag>`. That includes what main added since this
branch was cut: #1743's self-hosted runner work changed no workflow
files, and the new Mac app workflow (`mac-dmg.yml`, #1834) gets the same
pinned checkout. The pin test failed on it until it did, so the next new
workflow is caught the same way.
- **`persist-credentials: false` on every `actions/checkout`.** No later
step needs the checkout's token: the repository is public, so the
release and Release guards fetches read it anonymously, and `gh release
create` authenticates with `GH_TOKEN`. Nothing in CI runs `git push`.
- **Dependabot also scans the setup-ci composite action** (`directories:
["/", "/.github/actions/setup-ci"]`): `/` only covers
`.github/workflows`, so those pins would never have been updated.
- **Dependabot waits 7 days before taking a new action release**
(`cooldown.default-days: 7`; [GitHub's default is
3](https://docs.github.com/en/code-security/dependabot/working-with-dependabot/dependabot-options-reference)).
Security updates are never delayed. `dependabot.yml` says how to take an
urgent fix by hand.

## Why
A tag-pinned action runs whatever the tag points to today, and a
checkout that keeps its token leaves it in `.git/config` for every later
step. Both are the usual ways a compromised action spreads.

## How it was verified
- `scripts/ci-setup.test.ts` parses every workflow and the composite
action, and rejects a floating ref, a missing version comment, a
non-local reusable workflow or a checkout that keeps its credential,
naming the step. Dropping one `persist-credentials: false` fails it, and
so did the unpinned `mac-dmg.yml` checkout until it was pinned.
- `bun test ./scripts/ci-setup.test.ts ./scripts/ci-runner-route.test.ts
./scripts/ci-browser.test.ts ./scripts/pages-gate.test.ts`: 82 pass.
`bun run check fast` passes (pinned actionlint).
- Code review (omo-native-code-reviewer): APPROVE, no HIGH. It confirmed
anonymous fetches against real GitHub and the validity of `directories`
+ `groups` + `cooldown`. The merge pass's test findings were fixed by
deleting the tests that could not fail; see the PR comments.

## Review
**This changes workflows and checkout credentials: it needs a real
review before merging.** If the repository ever becomes private, the
anonymous fetches in `release.yml` and the Release guards step will need
a token again.
