Re-baseline the security and security-remote word budgets after three parallel ratchets

#1240, #1242, and #1244 each ratcheted docs/specs/security-remote.md and/or docs/specs/security.md from the same base, so with all three merged main is over both budgets and pnpm lint:specs fails:

• docs/specs/security-remote.md: 7117 words, budget 7100 → 7150
• docs/specs/security.md: 2669 words, budget 2650 → 2700

Only scripts/spec-word-budgets.json changes, via node scripts/spec-lint.mjs --ratchet; spec-lint is clean afterwards.

With this PR applied to current main, pnpm lint:specs still fails on that file, so Build & Test stays red. Ratcheting it to 3050 here (the inline suggestion, same as node scripts/spec-lint.mjs --ratchet docs/specs/security-hosted.md) clears the lint on the merged tree.
