Summary
Since #197, the only CODEOWNERS rule is
* @docker/ai-agent-team, @docker-agent. GitHub doesn't accept commas between owners, so it reports the line as invalid (Invalid owner on line 2, viaGET /repos/docker/docker-agent-action/codeowners/errors) and skips it. As a result, no PR has automatically requested a review from the team since May.
