Not sure whether moving shader code into the source file is a good thing, but since BackgroundBlurEffect already does that (even tho it isn't a subclass of Clutter.ShaderEffect), I guess this is fine...?

Also includes some changes introduced in 50.3 but they shouldn't break builds with 50.1 present in the ubuntu repository
