docs: correct CLI login (email or phone, --local) and bootstrap-admin (--profile) #18

Why this matters

Two command descriptions are wrong in ways a user will hit immediately.

What to change

• login in src/content/docs/operate/CLI.mdx (approx 160-167) and src/content/docs/reference/cli-commands.mdx (approx 149-157): the prompt accepts email OR phone (not email only), and there is a --local flag that reads the OTP from the instance response for local delivery.
• bootstrap-admin in src/content/docs/operate/CLI.mdx (approx 116-119) and src/content/docs/reference/cli-commands.mdx (approx 132-167): it resolves the target from the active profile (SEAMLESS_API_URL override, then active profile instanceUrl, then http://localhost:3000) and accepts --profile <name>.

Acceptance criteria

• login is documented as email-or-phone OTP with a --local flag.
• bootstrap-admin documents active-profile resolution and --profile.
• npm run lint && npm run typecheck && npm run build pass.

Working standards (read AGENTS.md)

• Verify every claim against the source repo above at the tip of main before editing. If the code and the docs disagree, the code wins.
• No em dashes in docs or PR text. No AI attribution in commits, PRs, or docs.
• Branch docs/<short-name>; commit as docs: ... (Conventional Commits).
• Quality gates before opening the PR (all must pass): npm run lint, npm run typecheck, npm run build.
