This PR introduces a concrete blueprint for applying arXiv:2603.13428 (EvoClaw) findings to gh-aw workflows. The focus is shifting from single-run task success to multi-step evolution reliability, where state drift and error accumulation are the dominant failure modes.

Problem framing
- Defines continuous software evolution as the target operating mode.
- Establishes drift/error propagation as first-class design constraints for workflow architecture.
Milestone-based execution model
- Structures workflows as explicit milestone DAGs (intake → plan → change → validate → integrate → retrospective).
- Requires each milestone to consume persisted outputs from prior steps to preserve continuity.
State persistence + drift control
- Adds a compact per-milestone state contract (intent, constraints, touched surfaces, open risks, pending decisions, validation status).
- Introduces intent-drift checks before advancing to subsequent milestones.
Quality gates and containment
- Defines mandatory per-milestone gates (format/lint, targeted tests, security/policy checks).
- Adds fail-fast recovery paths (rollback/isolate/escalate) to prevent compounded regressions.
Risk-tiered autonomy
- Introduces approval boundaries based on risk score and blast radius.
- Keeps low-risk flow automated while gating medium/high-risk transitions with human review.
Longitudinal success metrics
- Adds sequence-level KPIs (pass-through across milestones, regression recurrence, rework loops, drift score, recovery success), not just terminal success/failure.

Done in commit 7cfe8a7: merged origin/main into this branch and recompiled workflows (make build + make recompile). make agent-finish was run as well; it currently reports two unrelated test failures in this environment (frontmatter_hash_github_api.test.cjs DNS proxy block and push_repo_memory.test.cjs assertion).
