Why
People and operators need an HTTP API for the GitHub identity rules in #120. This completes the three-layer identity stack. Closes #116.
What changes
Add setup, sign-in, session, repository-access, and administration routes. Directories mirror URL paths and export HTTP method names. Routes map domain and GitHub error codes to HTTP responses without upward imports from integrations.
Express helpers read identity cookies and send private, uncached responses. Changes require the configured Origin, signed-in changes require CSRF proof, and rotation and revocation require boolean confirmation. API startup checks the database and selected credential provider. The identity guide covers configuration, recovery, and API use.
The frontend and canvas do not call these APIs. Real GitHub sign-in remains unverified against an authorized App.
