Adds a publishing skill to the prototype canvas plugin, with inline fallback instructions when skill loading is unavailable.
Changes:
- Centralizes publishing instructions and passes verified target data and mode.
- Updates request tests, bundle checks, and plugin version.

Why
The prototype canvas can request its publishing procedure through a skill bundled with the Replica plugin. Including the same instructions in the request keeps publishing available if Copilot cannot load the skill.
What changes
The plugin adds a
replica-publish-prototypeskill with the guarded publishing procedure. Canvas requests invoke the skill and include its instructions as a fallback, along with only verified target fields and the selected publishing mode. The plugin version and publishing documentation are updated.
