Editorial fixes from Julian Reschke's review of -14 (https://lists.w3.org/Archives/Public/ietf-http-wg/2026OctDec/0072.html); one commit each:

• Cite RFC 3986 for the term URI
• Drop repeated and self-referential cross-references
• Drop two more repeated cross-references
• Point Upload Resource state at the subsections below
• Cite HTTP Section 8 once for representation metadata
• Drop request/response qualifiers that context makes redundant
• State the unit for offset and length consistently
• Say why an OPTIONS discovery request omits Upload-Complete
• Simplify the meaning of Upload-Complete in responses
• State each field's Structured type once
• Say upload state includes, not consists of, the listed properties
• State the URI reuse requirement about the URI, not the resource
• Tighten the paragraph on retaining completed upload resources
• Don't repeat the Upload-Complete name within one sentence
