The azure/setup-kubectl commit pin needs human verification because upstream access restrictions prevented validation.

What changed in this PR
This PR hardens the pull-request validation workflow by replacing mutable GitHub Actions references with commit SHAs.
Changes:
- Pins checkout, just, Go, Rust, and kubectl setup actions to specific commits.
- Adds version comments alongside the pins.
- Explicitly selects the stable Rust toolchain.
