Track pico-libc releases #1906

As @simongdavies suggested in #1700 (comment), we should track pico-libc releases and schedule updates when new releases are made.

Ideally we'd run some amount of automation for this; potentially once a month on a timer, or by checking the release feed periodically and trigger a PR based on that.
