Add invocation tests for previously uncovered tools: - devkit_index_health - devkit_index_stream - devkit_note - devkit_evaluate - devkit_ontology_import (not-found path) - devkit_search_quality - devkit_related_symbols - devkit_knowledge_report - devkit_experiment_log Update KNOWN_ISSUES.md to reflect improved coverage and refine remaining gaps.
