Summary

Projects are now on for every organization, and the API no longer returns 404 projects_disabled from the project endpoints. This removes the sentence on the Projects page that documented that error.

No other docs page mentions it. The API reference pages come from the OpenAPI spec, which was updated when the API change shipped.

Note

Low Risk
Documentation-only change with no runtime or API behavior impact.

Overview
Projects are enabled for all organizations now, so the API no longer returns 404 with code projects_disabled on project-management endpoints.

This PR removes the sentence on the Projects page that described that error, while keeping the existing guidance on project_not_empty and other delete constraints unchanged.
