Adds the ClawSweeper dispatch workflow for automated issue/PR triage.
The dispatch workflow forwards issue and PR events to the lnflash/clawsweeper repository for review.
Requires the CLAWSWEEPER_APP_PRIVATE_KEY secret to be set (already configured).
