fix(deps): bump virtualenv, urllib3, python-discovery pins for new advisories (#202) - #203

…visories (#202) pip-audit flags virtualenv 21.7.4 (PYSEC-2026-4011..4014, fixed 21.7.13) and urllib3 2.7.0 (PYSEC-2026-4175..4177, fixed 2.8.0). Every fixed virtualenv release requires python-discovery>=1.6, so that pin moves too. Verified: constrained dev requirements resolve at Python 3.10-3.14, pip-audit reports no known vulnerabilities, and the suite passes in a clean venv installed with the constraints.
