What does this PR do?

Adds the read-only storage_disk_diagnose tool under the existing Storage toolset for Storage Intelligence disk performance troubleshooting.

The tool supports standalone VM, canonical VM scale set instance, and attached managed-disk resource IDs, plus friendly VM selection by subscription/resource group/name and optional filtering for up to 64 attached disks. Optional start and end timestamps must be supplied together, use explicit-offset ISO 8601/RFC3339 formatting, and define a window of no more than 24 hours.

The implementation forwards successful Storage Intelligence JSON without owning its response schema, while bounding responses with a provisional 10 MiB safety limit. Empty, malformed, or oversized successful responses produce sanitized upstream-service errors. The change also includes VMSS-aware disk-name resolution, strict ARM resource-ID validation, public-cloud endpoint defaults with operator overrides, AOT-safe serialization, documentation, focused tests, and recorded Playback coverage.

The recording fixture uses a Standard_D2ds_v6 VM with NVMe in westus2. Host-latency enrichment remains optional because Storage Intelligence may omit latencyMetrics when telemetry is unavailable.

Validation completed:

  • Focused command, service, and resolver tests passed.
  • Storage source, Storage test-project, and Azure MCP Server builds passed with zero warnings and errors.
  • ./eng/scripts/Test-Code.ps1 -TestType Recorded -Paths Storage passed: 30 succeeded, 3 pre-existing skips, 0 failures.
  • ./eng/scripts/Build-Local.ps1 -VerifyNpx passed.
  • ./eng/scripts/Update-AzCommandsMetadata.ps1 passed.
  • ./eng/common/spelling/Invoke-Cspell.ps1 passed; targeted CSpell validation of the previously failing files reported zero issues.
  • Bicep compilation and git diff --check passed.
  • Published and restored merged recording Azure.Mcp.Tools.Storage.Tests_c146aafbb5; Playback passed from the published tag.
  • Final repository-specific code review found no remaining code blockers.
  • Tool Description Evaluator was run for the original description: all five related prompts ranked Update README.md #1, with scores from 0.6324 to 0.7125. It was not rerun after review-driven wording refinements because embedding credentials were unavailable locally.

Pre-merge Checklist

  • Required for All PRs

    • Read contribution guidelines
    • PR title clearly describes the change
    • Commit history is clean with descriptive messages (cleanup guide)
    • Added comprehensive tests for new/modified functionality
    • Created a changelog entry if the change falls among the following: new feature, bug fix, UI/UX update, breaking change, or updated dependencies. Follow the changelog entry guide
  • For MCP tool changes:

    • One tool per PR: This PR adds or modifies only one MCP tool for faster review cycles
    • Updated servers/Azure.Mcp.Server/README.md and/or servers/Fabric.Mcp.Server/README.md documentation
    • Validate README.md changes running the script ./eng/scripts/Process-PackageReadMe.ps1. See Package README
    • For new or modified tool descriptions, ran ToolDescriptionEvaluator and obtained a score of 0.4 or more and a top 3 ranking for all related test prompts
    • For tools with new names, including new tools or renamed tools, update consolidated-tools.json
    • For renamed tools, follow the Tool Rename Checklist and tag the PR with the breaking-change label — N/A, this is a new tool rather than a rename
    • For new tools associated with Azure services or publicly available tools/APIs/products, add URL to documentation in the PR description — N/A, Storage Intelligence does not have a public API documentation URL
  • Extra steps for Azure MCP Server tool changes:

    • Updated command list in servers/Azure.Mcp.Server/docs/azmcp-commands.md
    • Ran ./eng/scripts/Update-AzCommandsMetadata.ps1 to update tool metadata in azmcp-commands.md (required for CI)
    • Updated test prompts in servers/Azure.Mcp.Server/docs/e2eTestPrompts.md
    • 👉 For Community (non-Microsoft team member) PRs: N/A, submitted by a Microsoft contributor
      • Security review: Reviewed code for security vulnerabilities, malicious code, or suspicious activities before running tests (crypto mining, spam, data exfiltration, etc.) — N/A
      • Manual tests run: added comment /azp run mcp - pullrequest - live to run Live Test Pipeline — pending required live-test approval below
  • Required live-test pipeline run

Invoking Livetests

Copilot submitted PRs are not trustworthy by default. Users with write access to the repo need to validate the contents of this PR before leaving a comment with the text /azp run mcp - pullrequest - live. This will trigger the necessary livetest workflows to complete required validation.

This Contribution License Agreement (“Agreement”) is agreed to by the party signing below (“You”),
and conveys certain license rights to Microsoft Corporation and its affiliates (“Microsoft”) for Your
contributions to Microsoft open source projects. This Agreement is effective as of the latest signature
date below.

  1. Definitions.

that is delivered by You to Microsoft under this Agreement.
“Project” means any of the projects owned or managed by Microsoft and offered under a license
approved by the Open Source Initiative (www.opensource.org).
“Submit” is the act of uploading, submitting, transmitting, or distributing code or other content to any
Project, including but not limited to communication on electronic mailing lists, source code control
systems, and issue tracking systems that are managed by, or on behalf of, the Project for the purpose of
discussing and improving that Project, but excluding communication that is conspicuously marked or
otherwise designated in writing by You as “Not a Submission.”
“Submission” means the Code and any other copyrightable material Submitted by You, including any
    associated comments and documentation.
  2. Your Submission. You must agree to the terms of this Agreement before making a Submission to any

received them, (b) in the description accompanying Your Submission, include the phrase “Submission
containing materials of a third party:” followed by the names of the third party and any licenses or other
restrictions of which You are aware, and (c) follow any other instructions in the Project’s written
    guidelines concerning Submissions.
  4. Your Employer. References to “employer” in this Agreement include Your employer or anyone else

Submission is made in the course of Your work for an employer or Your employer has intellectual
property rights in Your Submission by contract or applicable law, You must secure permission from Your
employer to make the Submission before signing this Agreement. In that case, the term “You” in this
Agreement will refer to You and the employer collectively. If You change employers in the future and
desire to Submit additional Submissions for the new employer, then You agree to sign a new Agreement
and secure permission from the new employer before Submitting those Submissions.
  5. Licenses.
  • Copyright License. You grant Microsoft, and those who receive the Submission directly or
indirectly from Microsoft, a perpetual, worldwide, non-exclusive, royalty-free, irrevocable license in the
Submission to reproduce, prepare derivative works of, publicly display, publicly perform, and distribute
the Submission and such derivative works, and to sublicense any or all of the foregoing rights to third
    parties.
  • Patent License. You grant Microsoft, and those who receive the Submission directly or
