Accept optional ReleasePlanId and SdkPullRequest inputs, preserve the legacy no-input completion call during rollout, and emit the selected SDK PR for downstream completion. Reuse prLink for progress and completion handoff; release eligibility remains unchanged.

Syncs shared release automation from azure-sdk-tools PR #17189 to improve release-plan correlation.
Changes:
- Exports the selected SDK pull request URL for automatic releases.
- Adds explicit release-plan and SDK PR inputs while preserving legacy package lookup.
- Improves package metadata handling and isolates completion-reporting failures.
