Add a UEFI 2.12 ECIT audit that proves Secure Boot key and image operations rather than relying only on advertised capabilities.

The audit covers RSA-2048 PK rotation, direct ML-DSA-87 enrollment, RSA-to-ML-DSA-87 key rolling, and ML-DSA-87 Authenticode image authorization through both V1 and V2 SHA-512 TBSCertificate hashes in db. Private keys exist only in host-generator memory; generated firmware fixtures contain public artifacts only.

Validation:

  • QemuQ35 build: 206 images verified
  • SecureBootKeyAuditApp: 5 passed, 0 failed
  • V1 and V2 TBS-hash lanes both loaded and started the signed image
  • QEMU variable-store SHA-256 matched after restoration

Depends on microsoft/mu_basecore#1979 for V2 signature-list provisioning.

Add an ECIT audit that exercises RSA and ML-DSA-87 PK enrollment
and rotation through authenticated variable services.

Sign a test UEFI application with ML-DSA-87 and authorize it from
V1 and V2 SHA-512 TBSCertificate hashes in db to verify the image
load path. Generate all private-key operations on the host and
embed only public test artifacts.
