docs(ru): fix the anchors that the site cannot resolve - #675

The anchors of the headings are built by `TOC\UniqueSlugify`, which transliterates the Cyrillic letters. A link with a Cyrillic anchor therefore leads nowhere, and the pages of the Russian locale carried fifteen such links. The anchors are replaced with the transliterated ones: - `#публикация-в-менеджере-и-несколько-групп` → `#publikaciya-v-menedzhere-i-neskolko-grupp`; - `#кэширование` → `#keshirovanie`; - `#объединение-полей` → `#obedinenie-poley`; - `#пользовательские-заголовки` → `#polzovatelskie-zagolovki`; - `#удаленные-объекты` → `#udalennye-obekty`; - `#правило-callable` → `#pravilo-callable`; - `#типы-системных-настроек` → `#tipy-sistemnyh-nastroek`; - `#процессоры-в-modx-3` → `#processory-v-modx-3`; - `#использование`, `#плейсхолдеры`, `#см-также` → `#ispolzovanie`, `#pleysholdery`, `#sm-takzhe`. The anchors are checked against the headings of the pages they point to, with the same slugifier the site uses.

The Russian page of the administrator policy is rewritten in this branch: it lists the 183 permissions of the Administrator policy of MODX 3, one per row, while the page on `3.x` still lists 101 of them and adds four that the core does not have (`Content_Types`, `import_static`, `logs` and one row in Russian). The rewritten table is kept, together with the transliterated anchor from modxorg#675.

There are about 130 links left in the Russian locale that point to an anchor that no heading carries — mostly the glossary, whose terms are not headings, and the pages of the extras, which keep the anchors of MODX 2. They are older than the recent passes and are left for a separate look.
