[stable-0.1] docs: add a changelog - #405

stable-0.1, the counterpart of #404 onmain.Adds a
CHANGELOG.mdin the structure Deck uses, covering every release from 0.0.3 to 0.1.4-beta.1; the 0.0.x sections are taken from the GitHub release notes, or from the commits of their tags where a release has no notes. The app store reads it from the release archive and shows the section for the released version as its release notes. The 0.1.x history is the same as onmain; 0.1.4-beta.1 lists the backports to this branch.🤖 AI (if applicable)
