summary

• add Ubuntu 26.04 and Visual Studio 2026 packages for all four supported OpenCV versions, including x86/x64/arm64 on VS2026
• add separate WebAssembly64 packages alongside existing wasm32 packages, each retaining basic, SIMD, threads and SIMD+threads variants
• update Emscripten to 6.0.12 and use matching 64-bit compile/link flags, SDK environment and toolchain paths
• extend OpenCV 2/3 MSVC runtime detection for vc18 and support modern CMake compatibility policies
• update README download/platform tables and wasm64 usage requirements

The existing test sources are unchanged from the base branch. The workflow retains its original tag-only trigger and existing release tag guard; temporary PR-validation triggering, concurrency and unrelated-platform skip conditions have been removed.

• actionlint 1.7.12, git diff --check and semantic checks passed
• both test files are byte-identical to the base; the tag trigger, release guard and all unrelated jobs match the base
• new platform matrices and required wasm compile/link/SDK options are preserved
• restored, unmodified consumer tests configured, built, linked and ran successfully against OpenCV 4.14 native, wasm32 basic, and all four wasm64 package variants; each produced a JPEG
• independent scoped-diff review passed

• CI run: all 38 desktop/web package jobs and setup passed; 16 unrelated/publishing jobs intentionally skipped
• all 42 expected artifacts were generated, including the 12 new Ubuntu 26.04, VS2026 and WebAssembly64 packages
• legacy MSVC patches apply without fuzz; 44 runtime-detection/fallback cases passed with CMake 4.4.4
• downloaded OpenCV 4.14 wasm64 artifact: all 880 object members across 24 libraries are wasm64/64-bit; relocated CMake consumer linking and runtime smoke tests passed for all four variants
• downloaded OpenCV 3.4 VS2026 artifact: all library members have the expected x86/x64/arm64 COFF machine types

The full platform run above belongs to the pre-cleanup commit, not the current head. Restoring tag-only triggering means the current head does not rerun PR CI. No tag was created and no release was published for validation. Runtime coverage is representative rather than every OpenCV/platform combination.
