When creating a new occurrence for a locality, an identical species can be created multiple times and saved #1257

The taxonomy checks in locality -> occurrences tab -> new occurrence creation view do not seem to take into account occurrences that have been created but not saved, so a user can create multiple species with identical taxonomy, and still save the locality (and the species) successfully.
