This PR adds basic deprecation notice support on the UI for packages:
Display deprecation notice for deprecated packages (latest is deprecated)
Display deprecation notice for deprecated versions
Display deprecated versions in red and nest deprecated tags in "Other versions"
Just display deprecated versions in red when the package is deprecated
Let me know if any code/UI feedback :)
