perf: memoise generated icon CSS across requests - #549
tldr; this PR memoises the generated CSS per selector
in CSS mode, every <Icon> regenerates its SVG data URL and CSS rule on every request, even though the output only depends on the icon data and the selector.
Note
we cap the cache at 1000 selectors and clear it when full, but perhaps we could expose this as an option if you think it beneficial...
in terms of impact, I tested this on a Nuxt UI 4 marketing page with 55 icons per request, and this shaves off about 0.23ms, which is a little less than 5% speedup across the entire request time.

Walkthrough
The runtime now generates icon CSS through a selector-keyed cache. It reuses a cached result when the icon’s enumerable keys and values match. It bypasses the cache when a customization callback is supplied and clears the cache when it reaches 1,000 entries. Tests cover cache reuse, changes to icon data, customized CSS, and cache clearing.
The cache preserves CSS correctness for declared icon inputs across the reviewed runtime paths, with no merge-blocking risk established.

Review comments at @src/runtime/components/css-cache.ts:
- Around line 19-20: Update the cache insertion logic around the `cache` size
check so replacing an existing selector updates its value without eviction. When
adding a new selector at `MAX_SIZE`, evict only one entry rather than clearing
the entire cache.
- Line 9: Update isSameIcon to verify that each key from the cached icon is an
own key of the new icon before comparing values, while retaining the key-count
check, so missing properties are not treated as equal to properties set to
undefined.
