Reduces reviewer-column noise by hiding inactive Copilot entries without changing human reviewers, review gating, or PR routing.
Changes:
- Shows Copilot only for unresolved inline feedback or a pending review that holds the PR.
- Adds regression coverage for visibility rules and recognized Copilot logins.
- Documents the display policy.
