Applies the existing Copilot author-resolution policy to draft dashboard rows, keeping draft and non-draft attribution consistent.

Use the same author resolution for draft and non-draft dashboard rows. Copilot-authored drafts show the human assignee, falling back to the first commit's human committer when available.
Keep Copilot as the author when no human can be identified, and avoid extra commit requests when a human assignee is already available.
