api.phoenix.so is now Rush's only API host. api.prix.dev is being retired to a 308 redirect (PHNX-4503), and most HTTP clients drop the Authorization header when they follow a redirect to another host, so callers must name api.phoenix.so directly.

What changed

Every api.prix.dev in code and current docs becomes api.phoenix.so (changelogs keep their history). No route, header or behavior changes; api.phoenix.so serves the identical API today.

Independent review: APPROVE

Checked the PR head with git grep. The only code change is cli/src/lib/rush-api.ts:1, and the default is now https://api.phoenix.so. RUSH_PROXY_BASE is still an override, but nothing in the repo pins it to prix.dev. Every test that sets it uses a local mock URL. No test asserts the old host. No api.prix.dev is left outside cli/.changelog/*, which is history. The diff has no unrelated changes. CI is green.

Not part of this PR: cli/src/lib/feed-broadcast.ts:149 still builds https://prix.dev/console/sessions/.... That is the retired site, not the API host, and the tests at feed-broadcast.test.ts:232,241,415,427 and send.test.ts:65 assert it. Leave it out of this PR.
