The publish wizard is a wide multi-step form that renders poorly on phones. Instead of making it responsive, this hides
#intro+ the form on screens ≤768px and shows a short "open on desktop" message (#mobile-gate). Pure CSS swap, no JS changes; desktop is unaffected (verified locally at 390px and 1280px).
