Agent skills and rules now come from the local tstack set, which isn't tracked. This PR removes the 31 tracked agent-instruction files, plus scripts/autopilot-pr-state.test.mjs, which only tested the removed autopilot helper.

CI depended on some of the removed files

Three CI proofs ran helpers inside the skill directories:

• desktop-runtime.yml ran verify.py end to end and the test_launch.py ForceKillTest against the built pp-server.
• desktop-native-macos.yml ran the same ForceKillTest.
• Web CI's test:runtime ran control-print-partner.test.mjs.

Deleting them would have dropped those checks. Instead the helpers move out of the agent paths, and no check is removed or skipped:

• .cursor/skills/verify-print-partner-rust/helpers/{verify.py,test_launch.py,test_verify_repo_root.py,health-runtime-shape.json} move to scripts/verify-rust-gateway/ with no content change. verify.py finds the repo root with git rev-parse.
• .cursor/skills/verify-print-partner/helpers/{control-print-partner.mjs,control-print-partner.test.mjs,compose.verify.yml} move to scripts/verify-print-partner/. Only the repo-root and compose paths change.
• The workflows, the native prefix in scripts/ci-path-filter.py and its test, and web/package.json point at the new paths. Job selection stays the same: a helper-only change still selects native and not rust. Web CI's old .cursor filter lines are removed because scripts/** already covers the new path.

Other fallout

• .gitignore ignores all of .cursor/ again, and no longer re-allows .cursor/skills/. AGENTS.md stays ignored.
• Dead links are dropped from README.md, docs/README.md (the Agent workflows section) and docs/development/building.md. A comment in plansList.ts that pointed at CONTEXT.md is reworded.
• CHANGELOG.md, docs/audits/, docs/triage/, cursor-plugin/, docs/playbooks/ and rust/rules/ are unchanged.

No Linear ticket covers this chore.
