Summary

Update GPU runner coverage in the shared test matrices:

  • Move amd64 A100 test coverage out of pull-request CI and into nightlies.
  • Keep arm64 A100 pull-request coverage to avoid overloading the ARM L4 runner pool.
  • Replace selected amd64 L4 pull-request test jobs with RTX Pro 6000 coverage.
  • Preserve L4 coverage for C++ pull-request tests.

Impact

Pull-request CI should reduce use of scarce amd64 A100 capacity while maintaining nightly coverage for that runner class. The matrix keeps ARM A100 usage in PRs because A100s are a meaningful part of the ARM GPU pool.

No surprising failures in that test PR. The failed jobs are known issues or flaky tests that we're still diagnosing. This PR should be good to merge.
