Added optional OpenTelemetry tracing and metrics for the manager and MCP server. Configure an OTLP endpoint and environment variables to control exporters, sampling, and resource attributes; telemetry remains off when no endpoint is configured.
Added local development support for running an OpenTelemetry Collector and viewing its output.
Documentation
Added commented examples of optional telemetry settings for both deployments.
This add otel sdk support in controller and mcp server. Today, both the
server doesn't emit any traces/metrics.
Setting up the foundation of the otel metrics.

Walkthrough
The pull request adds an OpenTelemetry package and integrates it with the manager and MCP server. It adds build-time service version stamping, documents optional telemetry settings, and provides a local Collector configuration and development targets.
Changes: Telemetry setup and integration
Layer / File(s)
Summary
Telemetry setup, export, and validation pkg/telemetry/*, go.mod
Adds provider setup and shutdown, environment-based resource, exporter, and sampler configuration, and tests for setup and OTLP export. Updates dependencies for OpenTelemetry and related modules.
Application lifecycle and version stamping Dockerfile, Dockerfile.mcp, Makefile, cmd/main.go, cmd/unstructured-data-mcp-server/main.go, config/manager/manager.yaml, config/mcp/configmap.yaml
Builds stamp service versions. The manager and MCP server initialize telemetry and flush it during shutdown. The manager sets a 5-second graceful-shutdown timeout; the MCP server reports listener failures before completing shutdown. Configuration comments document optional telemetry settings.
Local Collector development setup hack/otel/*, Makefile
Adds a local Collector service with OTLP receivers and debug export. Make targets start the service, follow its logs, and stop it.
Resolve the telemetry startup and configuration failures, rollback state, and release-image version stamping before merging.

Pass VERSION to all container image builds.
Both buildx targets generate Dockerfiles that default VERSION to dev. Pass the Makefile value to prevent cross-platform images from losing their release version. The GitHub Actions image builds also omit this argument and need the workflow’s release version source.

Do not make the operator exit on a telemetry setup error.
Telemetry is optional, and the package docs say a default install must behave as before. telemetry.Setup returns an error for a typo or a spec-valid value such as OTEL_TRACES_EXPORTER=otlp,console or prometheus. This os.Exit(1) then puts the controller into a crash loop over an observability setting. The MCP server does the same at cmd/unstructured-data-mcp-server/main.go lines 75-78.
warnOnSchemelessEndpoint and sdkDisabled already choose to warn and continue. Setup returns a usable no-op Provider on error, so continuing is safe. Log the error and continue. If fail-fast is intended, document that decision here.

Add the http:// scheme to the endpoint in the usage comment.
The bare localhost:4317 form triggers the scheme warning and relies on the exporter's default fallback. Use http://localhost:4317. This matches the Makefile otel-dev-up output.

Add the http:// scheme to the endpoint in the printed command.
OTEL_EXPORTER_OTLP_ENDPOINT=localhost:4317 has no scheme. pkg/telemetry/exporters.go documents that the exporters reject this form. Setup logs the "no http:// or https:// scheme" warning, and the exporter falls back to its localhost:4317 default. The local flow works only because the default matches. Anyone who copies the command and changes the port gets silent failure.

Warn when OTEL_EXPORTER_OTLP_PROTOCOL selects a non-gRPC transport.
Both OTLP exporters are the gRPC variants, and the code never reads OTEL_EXPORTER_OTLP_PROTOCOL (or the per-signal variants). Suppose an operator sets OTEL_EXPORTER_OTLP_PROTOCOL=http/protobuf and points the endpoint at the Collector's 4318 HTTP port. The gRPC exporter then dials an HTTP port. There is no startup error, and the failure appears only as asynchronous export errors.
Hand-rolling gRPC is documented as a deliberate choice at lines 34-43. The same silent-failure reasoning already used for warnOnSchemelessEndpoint applies here. Add a startup warning when the protocol variable is set to anything other than grpc. Use the same pattern as the other warnings, and add a test.
Based on learnings: "the OTLP exporter protocol is selected via the standard environment variable OTEL_EXPORTER_OTLP_PROTOCOL".

Check the rollback error and reset the tracer global when setupMetrics fails.
Two problems on this failure path:
_ = provider.Shutdown(ctx) discards an error return. The path instructions forbid this.
setupTracing may already have called otel.SetTracerProvider(p.tracerProvider). After the rollback, otel.GetTracerProvider() still returns the shut-down SDK provider. The caller gets &Provider{}, so nothing else resets it.
This case is untested. TestSetupRejectsUnsupportedExporter only sets one exporter variable. For OTEL_METRICS_EXPORTER=jaeger, tracing stays none, so no tracer provider is installed. Add a case where tracing succeeds (for example OTEL_TRACES_EXPORTER=console) and metrics fail. Assert that the global is a no-op afterwards.
