Fix menus and feeds - #305

site.Author was removed in newer Hugo versions, so building with a current Hugo failed rendering atom.xml and rss.xml. No site author is configured, so feed output is unchanged.
Dropdown items now reference their section by a short identifier instead of repeating the parent's full HTML name. Menu font sizes move from inline spans to custom.scss, and social icons use the pre field. Also adds a Forums Home item to the Forums dropdown, since section headers with children are not clickable links.

Some small edits.
The first makes the menus a bit easier to edit and add to, and adds an 'About Forums' entry.
The second fixes an issue with running the server locally due to an XML thing based on the site versions. It shouldn't affect anything in the live site.
