Add a PEP 735 deploy group containing only build, and lock the release tools for CPython 3.13 on Linux.

Include [build-system].requires as a synthetic group in the same deployment lock.
Set flit-core to >=3.11,<5.
Install the locked tools with pip and build with --no-isolation.
Protect the deployment lock with CODEOWNERS.
