Pin Ruby CI jobs to ubuntu-24.04 - #3

GitHub moved ubuntu-latest to Ubuntu 26.04, whose runner image only ships the latest patch of each Ruby series, so ruby/setup-ruby can fail to install the version this repo asks for. Pin the jobs that run setup-ruby to ubuntu-24.04 so CI keeps using the expected Ruby. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
