Adds .mergify.yml for the org-wide Mergify rollout.

  • extends: .github inherits queue defaults, merge protections (Kiro merge authority, conventional title, hold label), priority rules and command restrictions from systemfsoftware/.github.
  • One default queue rule names this repo's checks: check, plus lint PR commits and the changeset check (each success or skipped) on the PR itself. The queue draft PR only needs check.
  • Validated against Mergify's published JSON schema (valid). Mergify's own configuration check on this PR is the real parse check; it will fail until systemfsoftware/.github is bootstrapped and the Mergify App has access to both repos.
  • Change touches only a root config file, so no changeset is needed.

Not in this PR (settings, need an owner): ruleset 22715414 has an empty include list and should target ~DEFAULT_BRANCH; it requires signed commits, so verify GitHub-signed squash merges on the pilot.

Do not merge until Wave 0 prerequisites are done.

Extends systemfsoftware/.github and declares this repo's CI check names for the default queue rule.
…view gate

Dependabot patch and minor updates merge under the org policy; majors keep the review gate.

Reviewed by the lead session (not the author): .mergify.yml extends .github; every check named in queue/merge conditions exists in this repo's recent check runs; dependabot.yml (where present) parses and limits auto groups to minor/patch; no private terms in a public repo.
