Summary
Adds the repair RFC and initial APIs for the workflow in #894:
FixRequestandFixSignalqueue messages, repair entities and storage interfaces, and theRepairEvaluatorandRepairExecutorextensions.The design covers starting a fix, attaching failures to an existing fix, and monitoring execution and recovery.
