Part of the Python 3.15 campaign across the ucgmsim/workflow dependency tree. This repo can't support 3.15 yet because of a third-party dependency, so this caps requires-python at <3.15 with a comment in pyproject.toml naming the blocker and what to do when lifting it:

Python 3.15 is blocked by openquake-engine's dependencies:
  - h5py: no cp315 wheels yet (expected with h5py 3.17,
    https://github.com/h5py/h5py/issues/2972); the sdist needs a system HDF5.
  - fiona (imported by several openquake GSIMs): no cp315 wheels, no release
since 1.10.1 (2024-09), and the sdist needs a system GDAL.
Lift the cap once both ship cp315 wheels (or openquake drops fiona).

Note: uv ignores upper bounds on a dependency's requires-python, so for downstream uv projects this cap is advisory; it binds pip users and this repo's own environment. The cap that actually gates a 3.15 deployment is the one in ucgmsim/workflow.

uv.lock (where present) is regenerated for the new range: no package versions change; only cp315 wheel entries and markers drop out.
