feat(mesh): implement SPEC-0003 Cortex/Revenant pool custody architecture and Clockwork Conclave lane - #11

- Add SPEC-0003 defining the three-plane Escapement, Cortex mesh pool, and Revenant worker architecture.
- Add zero-I/O pool custody domain types (CapabilitySlug, CustodyMode, PoolDeliveryRefs, PoolResultOutcome, PoolResultRefs, PoolMessageStatus, JobResolution, resolve_pool_job_state, max_pool_inflight) and integer TokenBucket / impulse ordering in ep-domain.
- Add TaskState::PoolAssigned and WalOp::PoolDispatch transitions with bounded terminal history eviction in escapement-core.
- Add CortexPoolDriver, InMemoryCortexPoolDriver, Orchestrator::dispatch_pool, Orchestrator::reconcile_pool_job, and HTTP routes (/v1/jobs, /v1/pool/results, /tasks/claim, /tasks/{id}/complete, /tasks/{id}/fail) in escapement-serve.
- Implement ep CLI subcommands (plan, wal, lanes, mesh) and update blackwall-bridge default model to glm-5.2.
- Add Clockwork Conclave 7-specialist agent roster (.claude/agents/) and sovereign lane topologies (.saga/).
