Make the foundation repository a clearer entry point for library users, contributors and community participants. Add a six-library project directory with documentation links, simplify the README around participation and governance, and retain the former getting-started URL as a pointer to the directory. Link the current dynamic specification on the UXL website.
Validation: local documentation link checker and its two tests pass; changed reStructuredText renders successfully; diff whitespace checks pass.
