Upstream split planning, the vercel flags CLI, and @vercel/flags-core into a new vercel-flags skill (vercel/flags#555). Mirror the split: resync flags-sdk, add vercel-flags with its own overlay, move planning and CLI triggers to it, and point vercel.md and the profiler at the right skill.

Upstream moved planning, choosing an integration, the
vercel flagsCLI, credentials, and@vercel/flags-corefor other frameworks out offlags-sdkand intovercel-flags.
