Fork contributors no longer need to run make tools-docs to get a green
docs-build check.

  • tool-docs-sync.yml: on push to main, regenerate docs/tools/ and
docs/reference/tool-coverage.md and open or update an
    automation/tool-docs PR as github-actions[bot] (main is PR-protected).
Generation runs in a read-only job without persisted credentials; the
write job runs no repo code, only applies the patch (generated-docs
paths only) and calls create-pull-request. Best-effort
gh pr merge --auto --squash: needs "Allow auto-merge" and still waits
    for the required review.
  • Loop guard: GITHUB_TOKEN pushes and PRs trigger no workflows and
generation is idempotent; plus actor guard, paths filter, main-only
gate, and a concurrency group. No [skip ci], so docs.yml still runs.
  • pr-test.yml docs-build: generated-docs drift is a notice on fork PRs,
still an error for same-repo PRs and workflow_dispatch.
  • docs.yml: regenerate tool pages before mkdocs build so the Pages deploy
does not depend on the bot PR merge (an auto-merge made with
GITHUB_TOKEN fires no push workflows); widen paths to generator inputs.
  • CONTRIBUTING.md, docs/contributing.md, test/README.md: document it.

📝 Summary

Summary by CodeRabbit

  • Documentation
    • Updated contributor and CI guidance for generated tool documentation, including how fork and branch pull requests handle documentation drift.
  • Automation
    • Documentation builds now regenerate tool reference pages and run for a broader set of source and package changes.
    • Added an automated workflow to synchronize generated tool documentation after changes to the main branch, opening or updating a pull request when needed.
    • Fork pull requests receive a notice instead of a failing check when generated documentation differs.

Documentation CI now regenerates tool documentation and handles generated-document drift differently for fork pull requests. A new workflow synchronizes generated pages after main-branch changes or manual dispatch. Contributor guidance describes the updated checks and synchronization process.

Changes: Generated Documentation Flow

Layer / File(s) Summary
Documentation CI and fork drift handling
.github/workflows/docs.yml, .github/workflows/pr-test.yml
Documentation CI now triggers on TypeScript, test, and npm manifest changes. It installs dependencies and regenerates tool documentation before the site build. Fork pull requests receive a notice and pass when generated documents differ; other runs fail on drift.
Post-merge documentation synchronization
.github/workflows/tool-docs-sync.yml
The workflow generates documentation on matching main-branch pushes or manual dispatch. A separate job validates and applies the generated patch, then creates or updates a bot pull request and attempts squash auto-merge.
Contributor and CI guidance
CONTRIBUTING.md, docs/contributing.md, test/README.md
The guides describe generated documentation sources, fork and branch behavior, updated CI triggers, and post-merge synchronization.

The bot can merge generated pages without publishing them, leaving the live documentation stale until another push or manual run. The impact is bounded but the automatic sync path should be fixed.

Refuse rename/mode/symlink tricks so the generated-docs allowlist
cannot be bypassed when create-pull-request commits the index.

🟡 Minor · Use a non-GITHUB_TOKEN credential for the generated-doc merge. · tool-docs-sync.yml:156-169

.github/workflows/tool-docs-sync.yml:156-169
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Use a non-GITHUB_TOKEN credential for the generated-doc merge.

The auto-merge step runs gh pr merge "$PR_NUMBER" --repo "$GITHUB_REPOSITORY" --auto --squash with ${{ github.token }}. GitHub does not start another workflow for events caused by GITHUB_TOKEN, so the merge does not start the push-only .github/workflows/docs.yml workflow. The published pages can remain stale until a later qualifying push or manual dispatch.

Configure a repository or GitHub App token with the required permissions, then use it for this merge.

Suggested fix
-          GH_TOKEN: ${{ github.token }}
+          GH_TOKEN: ${{ secrets.DOCS_MERGE_TOKEN }}

Maintainer Claude Code review (sessions af2257e3, 3edd09ab): APPROVE. Confidence HIGH. No P0/P1.

CI/docs workflow PR only — no runtime behavior. SECURITY: CLEAN (no secret exfil; generate job is read-only / no persisted creds; open-pr applies generated-docs paths only and runs no repo code).

Hardening landed in 6f0146c: path allowlist now uses --no-renames and rejects symlink/mode tricks so a compromised generate artifact cannot stage non-docs deletes via rename.

Residual notes (non-blocking, merge-hold still applies):

  • Bot PRs opened with GITHUB_TOKEN skip PR Test (by design); Pages regenerates tool docs in docs.yml itself.
  • CodeRabbit minor about a non-GITHUB_TOKEN credential for auto-merge is a known tradeoff; human review on main is still required (1 approving review).
  • Optional nit: allowlist modes could whitelist only 100644 create/delete.

Docs-only / CI trust change — do not merge without explicit user OK (CI permissions / Actions PR creation trust).
