Add explicit native advisor controls to task, review, design, research, and Stop review. Omitted flags retain inheritance. Explicit requests survive resume and peer retries. Bounded telemetry records observed calls without advice payloads.

This release also isolates project review settings, distinguishes authentication failures, and fixes export and process cleanup failures. It adds an opt-in native peer qualification gate.

Validation: 1279 unit, 144 integration, and 33 E2E tests passed on the integrated source. Independent Fable reviews passed. The controller completed 21 benchmark cases and three live peer qualifications. Required mutation thresholds remain unchanged. Fresh release checks and hosted CI are tracked on this PR.

Benchmark limits: one case per configuration, non-blinded scoring, and no per-run CLI version binding. Requested Fable policy does not prove an advisor invocation or identify its model. Defaults remain unchanged.
