This PR adds the nan_count and nan_counts statistics fields and the IEEE_754_TOTAL_ORDER column order from apache/parquet-format#514 to the Parquet thrift structs, reader and writer. Also refactors the Parquet row group stats caster return a vector of statistics columns instead of a tuple.

PR #24754 (Part 2/2) uses the produced NaN statistics column to prune row groups.
