fix(rust): return NotFound on driver not found instead of Internal on Windows - #4971

The 'defaults' channel might have been added implicitly. If this is intentional, add 'defaults' to the 'channels' list. Otherwise, consider setting 'conda-remove-defaults' to 'true'.
