Update the development/CI lock to certifi 2026.10.19, whose CA bundle removes the distrusted emSign ECC Root CA - G3 root. Only the certifi lock entry changes.
Validated both artifact hashes, confirmed the root is absent, built the wheel, and ran the local unit suite: 299 passed. Live warehouse tests were not run.
poetry check --lockreports the same pre-existing content-hash mismatch on main and this branch; CI refreshes the lock before installing dependencies.DCO passed. The CI lint/type jobs stop in JFrog setup before dependency installation: fork runs lack
ACTIONS_ID_TOKEN_REQUEST_TOKEN. A maintainer will need to run CI in a trusted context.
