Update the development/CI lock to certifi 2026.10.19, whose CA bundle removes the distrusted emSign ECC Root CA - G3 root. Only the certifi lock entry changes.
Validated both artifact hashes, confirmed the root is absent, built the wheel, and passed all 299 local tests, Black, and mypy. Live warehouse tests were not run.
poetry check --lockreports the same pre-existing content-hash mismatch on main and this branch; CI refreshes the lock before installing dependencies.Supersedes #82 with the same commit on an upstream branch so CI can authenticate to the package registry.
