Ruby 2.0+ reads source files as UTF-8 by default, and rabl.gemspec already
requires Ruby 2.7 or newer, so the # -*- encoding: utf-8 -*- line is
redundant.

test/msgpack_engine_test.rb keeps its # encoding: iso-8859-1 line: that
one is not a default and still matters.

Verification: ruby -c rabl.gemspec and loading the gemspec both succeed.

Ruby 2.0+ defaults source encoding to UTF-8 and the gemspec requires
Ruby 2.7 or newer, so the comment adds nothing.
