Closes #68. Part of #67.

What changed

• adds versioned first-success progress with safe recovery from missing, stale or corrupt storage
• resumes the unfinished setup step after restart
• reports provider inspection results back to onboarding
• requires a verified selected model before the normal Continue action
• keeps an explicit Continue without AI path
• adds unit, component and Electron onboarding coverage

Validation

• pnpm run ci: 117 files passed, 5 skipped; 1548 tests passed, 22 skipped
• dedicated Electron onboarding E2E: 1 passed
• production Electron build completed
• impact diagnostics found no unresolved imports

Docdex's local pre-commit runner was unavailable in this shell, so the repository CI command and focused Electron test were run directly.
